How one report of child abuse unmasked layers of violations and corruption.

Retaliations After Reporting Violations
After working at NOAA Fisheries for over 25 years as a Fisheries Biologist with a history of disclosing violations, discovered that material was being accumulated to use as blackmail against me and to destroy my reputation in the case
that I was to learn of further violations. Due to my heightened sensory perception, it was assumed that it was only a matter of time that violations would come to my awareness. While I was in Pascagoula, MS during the 2010 Deepwater
Horizon oil spill, a video was taken of me without my knowledge while I was alone in my hotel room. The video was digitally enhanced with obscene content by the spouse (a professional media creator) of a manager.
The pornographic video was shared with other managers, my immediate co-workers, and then throughout the science center without being reported. After I became aware of the video by a co-worker sharing a Venmo receipt for the video
and other indications, I reported the violation to multiple managers. Within hours, communication with my co-workers was restricted and they were told that I was having a crisis and in mental decline and to respond to my communications
with crisis hotlines numbers and encouragement to reach out to family. Retaliation in various forms began in my professional and personal life. Within the coming days and weeks, I was put on administrative leave, my access to employee
resources including email was revoked, and I was restricted from all NOAA and Department of Commerce Property.
When I reported the distribution of the pornographic video to the Seattle Police Department on September 13th, after giving 1968 as the year of my birth, the dispatcher asked me if I was on medication and advised me to contact a
crisis center. The officer who took the report told me to see my doctor to make sure that I was seeing things correctly. When I tried to give him a thumb-drive with files containing details of my reporting to my employer, he would
not take the evidence. Over the next several months on several occasions I reported multiple burglaries, theft, vandalism, removal of trees and plants from my yard, interference with my healthcare, fraud (bank, computer, and phone),
restriction to transportation, right to due process, including attaining legal counsel. To date, I have not been contacted for follow-up investigations despite several complaints to the Police Accountability Office within the Seattle
Police Department.
A month after I reported the video taken without my knowledge, the manager whose spouse digitally modified it and who shared it with other managers. filed a protection order against me. The Protection Order was based on my email
reports of sexual child abuse and sexual assault, and online research that I was performing to determine the details of the assault. The Order prevented me from being within 1,000 feet of the worksite and also from attending online
meetings. Two upper managers, including the Environmental Fisheries Science (EFS) Division Director and the NWFSC Science Deputy Director, submitted witness declaration statements for the Protection Order. The Protection Order stated
two different formats for the hearing: in-person and online. My attempts to get clarification from the sergeant who served me the order were ignored. When I tried to log-on to the King County District Court website to attend the
online hearing, I was blocked from the website and the Protection Order based on online “stalking” went into effect for 30years. After submitting a Motion to Terminate the Protection Order with the court stating that the individual
who filed it and one of the managers who wrote the witness declaration statement were being investigated for sexual assault and that the Order was being used to remove me from my position and from Federal Service, the motion was
denied. On February 20th, 2024, six months after I file the report and with the Equal Employment Opportunity Commission’s investigation yet to be initiated, I was removed from Federal Service.
There was a highly coordinated effort by different high level government agencies to oppress me in my personal life, which I do not doubt was an attempt to drive me to self-destruction. That the tactics went into effect so rapidly
indicates that a system (playbook) was already put in place prior to my reports. Due to the multiple agencies involved (Department of Commerce, Federal Bureau of Investigations, and the King County District Court, and possibly others),
the thoroughness, and how swiftly the oppression was executed, point to that this method of subjugation has been used on prior government whistleblowers.
